While you can do what Shawn suggests, you need to consider your workflow. If the files can return to the state that the view users cannot see, the files will disappear. Once we discovered this, we went with the more traditional method of only letting users see Released files by un-checking the "show working versions of files" setting in the folder permissions.
Mike could you please elaborate? The way our workflow is set up people can not see unless the files are released, if I pull them back from released into "on hold", the files do disappear. This is behavior that I desire because I dont want them viewing something that is changing. Once revised it will go back to released.
How does your suggestion differ? I am just curious if your suggestion would work better for us.

Our situation is probably different from yours. We have plant maintenance personnel accessing the files, and they need to see them "as built". An engineer may make changes that will be implemented at a later date. We chose to set up the workflow as I indicated above to only allow them to work with "Released" files with revisions. The engineer releases the files when the plant installation is completed.
Create a group for viewers, you can then set the visibility for that group in your workflow
