My solidworks enterprise PDM tab not working in solidworks 2015 - see attachment for full details.
Try with a file open in SolidWorks. Is it still blank?
(Sorry, but the image does not show whether a file is already open or not)
If you haven't tried already, this may be related to a Microsoft security update issue that was discovered earlier in the year. Try following the repair process in the blog link below and see if that helps at all.

From 2015 version the buttons are active only when you have a file open and is selected in EPDM addin list.
This appears to be working as intended. In order for those buttons to work, you would need to have a part/assembly selected first so it knows what file to run that action on. Without first selecting a file, the PDM add-in would have no idea which file it should be checking out/getting version of/showing data card, etc.
Is there another way that you think that it should work? If so, I would recommend contacting you PDM reseller and asking them to create an enhancement request with SOLIDWORKS for you. Other than that, it seems like it should be working correctly.
Considering my recent reply to Faur and looking at your image again, do you have any files opened in SOLIDWORKS that are stored inside of EPDM? Try opening a file, then selecting it in the SOLIDWORKS add-in and see if they "wake up".
