jog is from an existing part to a sketch plane correct?
The Jog tool adds material to a sheet metal part by creating two bends from a sketched line.

short answer is :-
sheetmetal jog uses your selected referances-
does not have to be to a sketch plane
ie:
The feature will put a pair of opposite bends on a flange so the end of the flange is parallel
to, and offset from, the face where you started
select insert>sheetmetal>jog
select a line sketch or surface you want the jog on, and sketch the jog position
make your parameter settings and selections
