Have you spoken to your VAR?
I was the one who raised this point.
I work for a VAR in the UK so not sure if the policy varies but as a general policy SOLIDWORKS will provide the latest service pack to customers off subs who require a download (for instance to re install as you can't download the service packs) This is to avoid supplying a service pack with major flaws.
SOLIDWORKS reserve the right to refuse this request however that has not been my experience. In this case there are also significant stability enhancements with SP5 (although a hotfix is available for SP4) and as youu say teh service pack was late due to getting these hotfixes into SP5.
My advice would be contact your VAR and see if they can help.

I contacted my VAR and he told that they will give the SP5 files in a pendrive and I have to install SP5 with the help of that pendrive without downloading any files. They were not sure if this idea would work.
Will his idea work???? I doubt it.
Secondly I was curious to know by which means does the VAR in your area provide SP5 without subscription.
Do they give some special limited time subscription?

No this may not work as during install it may check for subscription date and may fail (until if those are different set of files).
Check with your VAR as what if the method doesn't work? And I don't think the method would be different for different countries. This should be same globally.
