I have the file from setting wizard from SW 2012 created today November 25 2015 the file is" file.sldreg" I am going to change my solid works to SW 2015, Can I restore setting from my file " file.sldreg" from 2012?
Do not do that. Better use the Copy Settings Wizard in order to select only portions of the registries dealing with your customization.
As a rule, I always start fresh and spend 5 minutes reconfiguring everything manually. This way I ensure that no corruption affects the new registries.

Run the Copy Settings Wizard in 2012 and save your keyboard shortcuts. Run it again in 2015 and restore them.
