As far as I know that's intended behavior. When you create a new sheet it will keep the default sheet name regardless of where you move it to. If you want to re-name it you'll need to rename it manually (or possibly with a macro). I have names for my sheets instead of numbers so it isn't a problem.
Like Glenn mentioned it's intended and I think the reason for it would be that the tab should label what is in the page. I also use multiple pages and the way I do it is use macros to change the tab name to the part/assembly configuration name, which is a quick way to rename all the sheets correctly.
