Usually the toolbars have 3 dots at the one end that allow me to drag them around the window for placement. These dots are no longer there and I cannot move the toolbars. Thoughts? Running 2016 professional
It was a setting in the customize window. I don't remember this in 2015 but in 2016 there is the option to lock the toolbars and command manager. I like this feature just not where my toolbars were located. Should prevent the issue of toolbars showing up where ever they want.
I will take a shot in the dark, I have not used 2016 yet. I would start by looking through Tools > Customize and browse the tabs for options that allow the modifications you want to make. In particular, toggle the Command Manager checkbox and see if you can get the behavior you are looking for.
Not sure if this is the issue but if it's only this one toolbar and not any others then it's possible that what you are seeing is not a toolbar but instead the shortcut bar. Basically this bar is created at the location where your mouse is pointed when you hit the "S" Key to bring up the shortcut bar. It also could be something else if you changed the hotkey which you can check through the customize Hotkeys menu. Once this is thrown onto the screen it can't be moved except by hitting S in a different area of the screen. Not sure this is your issue but I looked around and couldn't find a way to lock a regular toolbar location.
