Why is a feature asking to have a Driven dimension in drawing?

We have a part, with features created by a fully defined sketch.

We try to dimension that feature on the drawing, but it asks if it should be a  driven dimension.

Why would it ask if we want that dimension to be driven?  Like in an over-defined sketch in part mode?

How does that happen on a drawing, when there are no lines sketched on the actual drawing?

Seems to happen only when dimensioning to the midpoint of the slot or square cutout
