I must make a hole in the tube i'v got here:
(screen1 and screen2 )
The hole must have a 2mm smaller size as the small tube,
(screen3)
Can somebody tell me how to do that?
whatever i try... it don't do what i want it does.

But... i've i do your options, i got this:
and what i need is this:
Ok to do that - you need to add a sketch plane, that plane needs to be perpendicular with the small pipe and right in the center of the small pipe. Then add a L-Shaped sketch like you want the hole to show, (just for conversation, make two lines, one short and one long, the long one would be from top to bottom of the small pipe and the short one would be the direction of the hole cut). Then select the short line and one of the short line vertex's and add a plane, then add your hole circle diameter and cut extrude......
If you don't make a new reference plane like John said you could use a revolve cut. In the plane of your cross-section view, make a centerline from the center of the large tube to the perimeter of the large tube and a vertical line concentric to the small tube. The make a rectangle on one side of that centerline and add a revolve-cut feature.
Neither of these is going to have a uniform 2mm offset though. You are converting from a perfect circle of the small tube to a circle cut into a tube so the first answer will be a perfect 2mm offset, both of these will be 2mm at 2 points and vary elsewhere.
adding to your response Chris.....
He would have to use an ellipse rather than a true circle, or add a 3D sketch and convert the entities on the bottom of the pipe, then after you add the sketch plane, you could convert the entities of that 3D sketch and project it on the flat plane, but it wouldn't look right...
Jos - question for you, is the hole going to be drilled mechanically or plasma/water jet cut, that is what I would base my approach, drilled, you'll need a round hole, plasma cut, then the hole can be an ellipse....
Where going to milling it.

Right click on the large part and select edit, then select the end of the small pipe and add your sketch there, select the ID of the small pipe and convert the edge entities to a sketch circle. Then use the Cut Extrude feature, use "Blind" and adjust your depth till it cuts through the large pc.

I think I've replicated what you're looking for (attached)
It's in inches and I made up the sizes, but I think the intent will come through.
Also, it's going to look a little busy. I created several planes and didn't hide any of them.
The "PercentTubeWall" global variable governs the hole depth, as a percentage of wall thickness, from the inner wall.
You may need to alter this logic.

I know you have had several good suggestions on this, here is how I would do it.
That is good - the only thing is I think he wanted a true round hole, I just added a plane at the end of your 3D sketch line and drew a circle coincident to the 3D spline point for the diameter..
It sounds like what you want to do is:
create a new sketch on the surface of the flat end of the small tube
offset entity and select the inside edge of the small tube - set offset at 2mm
extrude cut up to next in order to cut through larger diameter tube.
