I can't find what is wrong either. Like you said the coincident relationship between the point and the START plane failed.
And i can't find out why
But i found a other way to solve this. I sketched a construction line on your Start plane and than i choosed the collinear option,
after that it worked fine. (notice, you have to drag the sketch you make on the start plane above the Boss Extrude called #3 TOP SEEDS to see it)
If you are in configuration FIP-800 and use the measure tool to measure between planes FINISH and START, you will see that they are parallel. If you switch to configuration FIP-800 and measure between them, you will see that they have an angle of 0.00119364deg. Therefore, the START plane does not project onto the sketch plane of Sketch4 and therefore coincident fails. So, I would suggest investigating why that START plane has a different orientation at the assembly level in configuration FIP-801 to troubleshoot it further.

Thanks Jim, That fixed it. Not sure why but when I reattached the relationship of the Start plane in that configuration and everything is fine.
