The silicone compound is covering small components fully.
You may be able to create a new part using the heatsink model as the basis. If you select all of the external faces, use "knit surfaces" from the surface toolbar to create a single surface. You may then be able to thicken that surface outward by a few mils to get the silicone part.

Or make a copy of the component(s) and shell outward.

Let's say I want to cover this part:
Make a copy of the file and open it. Then start a shell feature and choose "shell outward". If you want the part completely covered then you can leave the selection area blank. Or if you want to leave certain faces uncovered you would select those.
Now you have a hollow part that would fit perfectly over the original.
