Will it run SW2015 without any issues?

Yes I did. It gives the Intel chips as;
HD Graphics P4000
HD Graphics P4600
HD Graphics P530
Iris Pro Graphics P6300
None of these are this Intel® Core™ i7-6650U Processor (4M Cache, up to 3.40 GHz) Specifications as far as I'm aware?
I teach kids aged 13-18 graphics but it's mostly board drawings. I'd do very little Solidworks and what I do would be fairly basic. The most parts any of our assemblies would be have is 10. Maybe 2-3 hours a week is all I'd be on SW.
I'm thinking therefore that the intel chip above that comes with the MS Surface Pro 4 would be capable of the bit I'd need it to do?

Short answer is you don't really want to be running SolidWorks on it because it's not one of the SolidWorks compatible graphics cards (Quadro line etc).
Practically though, i've been running SolidWorks on an old GTX 260 and it hasn't had any issues for low level work, so you might get lucky.
I really doubt that an inbuilt graphics card is going to be powerful enough to handle more than the very basic SolidWorks tasks.
TL&DR: There will be issues in terms of performance and compatibility, to the best of my knowledge at least.

That's the thing, I wouldn't be doing anything more than basics.

I'd say 2-3 hours a week (32 weeks a year) is all I'd be on SW.
