Sheet Metal Twisting

I am trying to make a part from a flat metal strip that has some bends and one twist where the cross section goes from horizontal to vertical.
I can easily do this with sheet metal tools except for where has to twist. I have tried two ways to do this is the flex feature and loft.
Flex causes two problems, if done last it twists everything that touches that plain which won't work becuase there is a double back in the part. If I use flex before I double the part back none of the sheet metal tools work because "Cannon find fixed entity in Flat-Pattern feature. Please do edit definition of Flat-Pattern feature and select a fixed face/edge".
Also tried Loft feature, which will not flatten and can not be suppressed to force the part to flatten, this causes the length of the flat to be short.

Anyone got any ideas? The only other thing that I can think might work is if routing has a tool like sheet metal for working with ribbon cable but we don't have that we only go up to SW Pro.
