I was sent a series of dxf files from a Japanese manufacturer to work with.

But when I open the files in  eDrawing 2016 it's filled with a lot of question marks which I believe

should be Japanese characters.

Is there any way to change the encoding or something else to make eDrawing show the files correctly?

I have Japanese language installed in windows 10 and all other applications including Solidworks 2016

show Japanese characters without any problem.
