I deleted all your faces and started adding them back, my guess is you have one bad face or something, add them back one by one until they fail to split to find which one.
I have re-selected the faces numerous times. I already know which faces don't work, hence the red faces.
If i uncheck "single direction" I can get it to show on the inside cylinderical face. but I don't want it in both directions. Doesn't make sense.
I think you cannot split those faces in one direction because it is not actually splitting them, there would still be only one face after the split. Can you just make a .001 thick cut through all in that direction?
I don't understand what you're saying about not actually splitting them, My sketch lines absolutely ARE splitting the red faces.
Its splitting face 1, but not 2 and they're parallel:

Edit: I see what you're saying about the "one face" now. But it's just like the rest of the faces that are splitting no problem. Yes its still one face, but has a split in it,
Face 1 creates two separate faces when split, Face 2 is still one face when split because it goes all the way around, I think that is why it won't split.

I just got off the phone with 3dvisions.
He couldn't figure it out either.
Ended up submitting it as a bug.
Does this help? I offset your split line .001, it at least splits now but you have a tiny extra face.
What version of solidworks are you running?

2015, just offset your split sketch by .001, at least you get a split that way.
I just used the sketch i used for the split line to do a thin feature cut extrude thru it.
