I have been trying to include a watermark on a drawing, but have been unsuccessful.

I discovered you can Edit Sheet Format, place a note, and RMB the note to select "Display Note Behind Sheet" to get the desired affect of a watermark behind the drawing, but I cannot select "Display Note Behind Sheet". It doesn't get a checkmark or do anything. Bug or am I doing something wrong?
