I have a 3/4" pressure relief valve. Inlet is at 400 psig and outlet at 1 atm. Temperature of water is 60F.

Typically losses over bends and devices such as valves or expansions will be provided by the manufacturer as a "head loss coefficient". This will be a dimensionless number that is used in a head loss equation to express the pressure loss in units of pressure head. See: Minor Loss Coefficients in Pipes and Tubes Components
If your supplier cannot provide you with this value, you will have to determine it experimentally (or you can try to model it in Flow )
