Dennis if they need to measure SW files then they would need the eDrawings Pro version. If they need to measure the edrawings file you saved in SW Pro or Premium version with measure enabled then they can use the normal viewer too.
That does not seem to work if they only have a 32bit e drawing viewer and you save in an e drawing viewer pro 64bit.

Is there such a thing as just the e-drawing pro view? Or the whole package?
I rarely use e-drawings, but am curious about it since my clients would like to view, measure and markup.
