No, I haven't. Can you post the file here? Maybe someone could take a look at it.
The area in question is circled with a polyline at the sketch level
of this part.Some lines allow to change others not.

I suspect it's because of the complexity of the sketch. I opened it, box-selected those entities, and chose the "Make Construction" icon. They didn't change to construction so I started clicking on individual lines. Most of them had "Make Construction" grayed out in their PropertyManager, but when I clicked on one of the circles it wasn't grayed out, and was selected. I un-checked the box, then checked it again. When I did that then all the lines I had previously selected turned to construction lines. I hope this helps.

I also tried right click changed it with the (construction
geometry button)
Then checked the line property manager and the line construction
block was checked
Though still grayed out. Go figure?

This is correct behavior you're seeing. When there is a complex sketch, then "Automatic Solve" goes off by default. So you need to set it to on.
Once you set that on, then you can set the selection to construction geometry as required.

I found it and its works as normal
I recommend that you simplify and fully define your sketches. I would try to avoid duplication of geometry in sketches if possible.
Turn Automatic solving on. You have entirely too many sketch entities on one sketch and it was turned off to improve system performance. Try to break up whatever you are doing into more than one sketch.
If you are having problem ask what you are trying to do.
