A simple revolve can get you that.
but i want to work in sheet metal environment and the future of revolve dos not exist there
.the final purpose is to evaluate the expanded length and width of plate for cutting with plasma . is there any way to evaluate the expanded length and width of a revolved part in another environment except of sheet metal ?

Not sure what version you are running, but 2015 Premium has a feature called Surface flatten. This would allow you to generate a flat pattern that you can export to dxf and evaluate dimensions from.
