Do you have interpolation enabled in your surface plot? I can't think of many reasons why it would give you different values, make sure the surface you select for the goal is the same surface selected for the plot.
Here is the answer to your issue:
If you expect to see the same value on the maximum value of your contour legend (as same as value that is obtained in the Goal Plot), you need to click on the maximum value of the temperature contour and select "Reset to Global Maximum: ..." option. To clarify, please the following figure:

I still not understand your explain.
First there is 17 Pc heaters in my model, my goal : all surface of 17 pc elements. Plot maximum is also: all surface of 17 pc elements.
there is no any heaters except for 17 heaters in the vessel.
So I have two questions:
1. I think it should be the same value (My goal and Plot maximum)
2. No any heaters in the vessel except for 17 Pc heaters, I think the gobel Maxmium also is equal to plot maximum.
why these is diffierent?
I hope the following definitions help to understand the difference between two values:
"Click directly on the lower or upper limit value in the legend. The desired limit value can then be entered in the text field. To the right of the text field, there are two auto-scaling buttons. The first button (left side) auto-scales the maximum value of the legend to the maximum value existing in the model. The second button auto-scales the maximum value of the legend to the maximum value in that cut plane. These buttons also exist for adjusting the minimum values of the legend."

please see attachment picture, this is goble min/max temp, you will found the max temp location is on surface the heaters, the max temp is 497C.
OK, my question is if I select surface of heaters act as cut plane maximum(or plot maximum), it will show 488C, why?
The maximum temperature of 488 C is the maximum temperature which occurs on those selected faces. However, it does not necessarily mean that this temperature is the maximum obtained temperature (497 C) in entire model. In fact, that global maximum temperature of 497 is locating somewhere else other that those selected faces in your case.
