I have a vertical square tube that has an angle welded to it perpendicular to the axis of the tube. I want to put a gusset that sits on top of the angle and flush with the round corner of the square tube. I cannot seem to be able to do that. Any suggestions?

I'm not in front of SW at the moment, but I have an idea to try:
Create a planar surface parallel to the tube face but at the depth you want to start the gusset on.
Then see if you can select it for the gusset. If successful, hide the surface.
If not, then perhaps you can use this surface as a sopping point for extending the gusset with an extrude.

Tested Kevin's idea quickly, and in 2015 the gusset tool complained about selecting a 2D surface, but upon thickening it everything worked fine. You just might have to play around with the offset settings for the gusset.
Of course, another option is to simply sketch the gusset manually and extrude it.

I agree with your suggestion of simply extruding the gusset.
Convert each face and extrude to surface. Done.
Unless it forms knife edges, which if unwanted, can be cut back with two cuts.
Simpler gusset and easier to fab.

Thanks for the suggestions, I ended up extruding it. What I did was make a 3D sketch that was parallel to the face of the gusset I wanted to create, put a point on the radial surface of the square tube and constrain it so that it put the gusset where I wanted. Then I made my gusset shape and extruded it.
Or you could create Plate profiles and save them as .sldlfp files to use for the Structural Member function, then use the Trim/Extend feature to trim the gusset. See Using Plate in Weldments
