vertical tail fin from sheet metal: flatten

I'm having trouble with a part I'm trying to make and hoping to find some help here. I'm trying to make a fairly dynamic tail fin out of sheet metal and flatten it to get the original sheet metal dimensions. I've tried starting with flat sheet metal and doing lofted bends. I've tried starting with sketched profiles and doing a surface loft and thickening and doing a regular extruded loft and neither will flatten out.

I know I can just as easily take measurements and make a flat piece with those dimensions but I want to do it right and learn how to use this tool.

I've attached two pics of what I'm looking to make. As seen, the bottom tapers down and the lower width is greater than the upper width, slightly.

Any help is appreciated.
