This appears to be a bug to me as there should not be separate settings for layer for each sheet.
Please report this.
May i know the detail of what you have set in layers for eg. it might be a text, note, a sketched lines, circles arcs etc,. could you post some images to get an clear idea.

You can create a drawing in 2015 with 2 sheets and place some views on both. Add some dimensions to them and set those to a layer. Now set the layer to off or non-print and then do a print. You can see the issue.
I have this same issue still, and it has been persistent through 2016 and 2017. The disgusting workaround that I found for this is to close the drawing completely after making any modifications. Then open the drawing, and without navigating to other sheets or making changes, print the drawing. In the preview window the layers should no longer be showing that were previously printing on the inactive sheets.
I brought this up with my VAR and he told me it likely had to do with leftover layers from a previous drawing format / template that were never completely deleted. Apparently there is an issue with layers being deleted, so they are just lurking in the background. I remade everything from scratch, and still have the same issues. I've found SW drawings to be very buggy in general, hopefully the workaround helps.
