I haven't seen that before, and don't remember anyone else posting here about it. If no one else here has any insight you might want to get your VAR involved. In the meantime, since you think it's related to the break, you might try deleting the break until you've placed all your dimensions, then re-breaking the view.
I have just tried it with the break lines deleted - works fine!
I am a bit surprised Solidworks can't figure out what to do once the break command is applied, oh well will know for next time.

Seen this and similar things many times.
Two potential solutions:
- Close drawing and re-open drawing to restore functionality. (Save First!)
- Close SW & re-open, then re-open the drawing.
Also, double-check your selection filters to make sure those didn't inadvertently get turned on.
Run into this quite often.
Unbreak your view, add all your dimensions, reapply the break.
What is fun is when dimensions disappear on a broken view and when you unbreak it they reappear.
