Is there any extra config in your file?
Can you post a screen shot of the data card here?
its a drawing, so there are no configs and the part file only has a default config.
are the files, both 3D and 2D, are simple enough so you can post them here so others can try?
this did not happen until we migrated to SW2019

if you already tried to recover associations of files in the SolidWorks settings, try turn off a panel of a preview of files in explorer.
To me such problem not once met also other types of files - pdf, tif, jpeg and others.
Perhaps, it is problems of SQL or Windows registru, but in certain cases the reason that the file is occupied with some process, is blocked or selected with the cursor in other window.
At removal of selection or blocking - the problem disappears.
In such cases the file can be - only for reading.
Perhaps the reason in some security settings, an antivirus, the rights of the user, problems in network functioning.
To me it met in different versions of SolidWorks PDM - therefore I think that it does not depend on the version.
It is most likely a local problem.
In such cases happens that such files cannot be open or recovered.
Perhaps, the Workflow settings somewhere are necessary - to ignore permissions in the previous statuses.
Or to check scripts of Dispatch or Add-ins.
Also will not prevent to check all settings of the user and/or group - they for some reason can be reset.
If there were updates - check can forgot to update Add-ins.
Also if the file from the previous version try to transform it to current.
By the way, this problem does not depend on the version of Standart or Profesional.

and are you sure that the file you wanted to checkin is one of the file types
