One way is to project a circle from a plane as a split line curve and delete the face of the surface..
Attach *.sldprt file here and give some specifications for desired hole feature.

I need holes on a curved surface.
Sketch on a plane and use "Trim Surface". Solidworks will project the sketch, normal to the plane, to trim the surface.

There are many subjects and solutions to be found on this by using the magnifying glass (search option) which can be found at the top right corner of the home screen............
See below from FAQ - Part 2:
Hole Wizard does not work on surfaces. It only works on faces of a solid body.
At the basic you will use a profile and cut by projection or made a driven plane about a wire and cut by extrude....I will show you 2 examples....maybe there's too many options....
