Lofted Cut or Boundary Cut

I want to Lofted Cut or Boundary Cut between this circle and this contour. But contour gives error message. What is the reason?

Your sketch is an open loop. You need to close sketch.
You have to many dimensions which does not allow points to merge at indicated arrow.
Remove dims and then drag points together to merge.
