Because of the two overlapping edges, when you try to show Hidden Lines it shows as a single solid line when there are really two dotted lines. To illustrate it you can hide one of the edges and the other one shows up. See below.
Unless someone else can figure out something else you can hide both edges, then insert sketch lines to make it look right. You'll probably need to use the tools in the Line Format toolbar to make the sketch lines look right.

Yes that is how I have achieved the HLV on the second image I have posted. I have looked through all of the features and cannot find a feature that will show that single line as HLV.
Please see if you can find a how to do it within the files I have uploaded as I cannot get it to work using the show hidden lines for individual features.

I found something:
Select the base, and show hidden edges for it
Then select RMB on the solid looking line and select "Reset Line Font"
Also, I noticed that, if you save the drawing as a PDF it still shows up as a hidden line....so it might just be a graphics issue only.
In addition, I suspect that they showed hidden lines for the base, and then hid all the line they didn't want shown:
