there is a new icon in 2018 (might be the same from 2017 - don't recall) but it is still there
How did you open that dialog box? (mine is a screen shot from internet). Could this only be for parts (not assembly)?
right click on a feature or a dimension and select "configure" - the save button is greyed out until you add a name. and saving is only required if you want to save the table for later editing - the apply button sends the changes to the model.

Right-click on a component in the tree and choose "Configure Component" to bring up a table where you can select the configuration of the component, or the suppression state of the component, to use in each Assembly configuration. Right-clicking on a Feature, such as a Linear Pattern, and choosing "Configure Feature" will add a column that will allow you to choose the suppression state of the feature, and there will be a drop-down where you can add columns for dimensions to configure.
Or you can show a dimension in the graphics area, right-click on it, and choose "Configure Dimension."
