My particular drawing sheet template has its own column/row border. My border has 6 rows (A-F) and 8 columns (1-8). Therefore, in Document Properties - Drawing Sheets, the zone origin must be relative to the template. Also, in Sheet Properties - Zone Parameters, the row and column count must match. My rows did not match and thus the location labels "appeared" to be incorrect. I hope this helps some folks.
For anyone using old sheet formats, I recommend building new ones from scratch. There's a lot of updates that have happened over the years. For example, Automatic Border now makes your border for you.
