Your issue is that although you were running 2011 x64, the macros in 2011 were still VBA6 32 bit.
Macros in 2017 are VBA7 x64.
For years, Microsoft did not provide a 64 bit Access driver. But in 2010 they relented.
Note that it interferes with other versions of MS Office. You can overcome that by using this command:

I downloaded and installed Microsoft Access Database Engine 2010 Redistributable using the AccessDatabaseEngine2010_x64.exe /passive command.
However I still ran into issues with MS products.
Windows also installed some updates which really messed with things.
I have emailed SolidWorks api support and they have recommended to install 64-bit MS Office, which are going to do.
They also sent me a macro workaround to test.

Just to update this post.
We moved from MS Office 32-bit to the 64-bit version.
This resolved the issue.
