Hi LarryThis error is returned when either the SWBrowser.mdb file cannot be located or it cannot be written to. To resolve the problem, perform following steps:
3. Perform a repair on the installation if the previous two tests do not resolve the problem.
4. If the problem continues and the user has a standalone installation of SolidWorks and they have not created user defined standards in Toolbox, remove and reinstall SolidWorks with a new Toolbox.

Usually this error occurs when the user don't have in local cache (in EPDM) swbrowser.madb. "Get latest version" on toolbox folder in EPDM system.
Both answerers are correct. I needed to do a "get latest" and set the path to the correct location.
