Are you hitting the "DONE" button? If you hit apply it will move the objects, but in order to move on to add your next step you have to hit the done button. If you don't hit the done button you will just move the parts back to where they were if you change the sign (- to +, or + to -).-

Justin McCarthy Mar 10, 2015 10:37 AM (in response to Timothy Taby)Yes, I am hitting the done button. The downward motion was step 11, step 12-14 were removing the pin(s) I then proceeded to start a new step 15 to bring the sub-assembly back up again, but the explode tool just re-adjusts step 11.

Jeff Holliday Mar 10, 2015 3:30 PM (in response to Justin McCarthy)The explode commands are really targeted for single events. You can create multiple explodes for configurations (step 1, step 2, etc). Also, have you tried using the animation capabilities? These can be good communication tools.
