the text must not show up on the component part, yet I can not add a "fake" part to put the text on cause it will show up on a BOM
In the drawing navigate to the part in the tree for that view and find the sketch with the text in it. Then right click and pick Show. Then make sure you have sketches visible on the drawing (View > Sketches) and it should show up.

Say I have a solid cube...if I add a text sketch on a surface the text will show up in a drawing view along with the component. If I create the same text sketch that is on a plane outside the envelope of the cube, the text be there with the model part, but will not show up on a drawing view - that is I don't know how to make it show up.
You can add a text box to the drawing view and manually type in the wording. Other than that I would say put the text on the solid and then do it that way.
except that the "cube" is inside an assembly so the text would not be visible if I put it on the cube, and I cant put the text directly on the drawing because the cube is one of many configurations that I select at the assembly level, so I need different text to show up depending on which cube configuration I have selected.
Can you for each config just add the text you need and then save it that way?
Maybe that is what I don't know how to do. If I do it as an Annotation note, I cant find a way to tie an annotation to a particular configuration. Other than that as I mentioned it does me no good to add a text sketch to the surface of each component - it will be hidden by other components.
