You can the SolidWorks Rx to see if your card and driver are approved.
You can close all of your parts, assemblies and drawings and then go to Tools/Options/System Options/Performance and then check the box for "Use software OpenGL" and see if it makes a difference.
Both of the above work for SolidWorks, but I don't know if they actually apply to DraftSight.

John Burrill Oct 2, 2013 5:41 PM (in response to Carl Hague)Sounds like your video card isn't rendering some 2D effects correctly. This was a problem with the video cards of a decade ago. In those cases the solutino was to dial down the hardware acceleration level in windows so that cursors and glyphs were rendered by the processor.
I'm not sure what the specs for a Vostro 1510 are, but if it's a netbook running XP then, go into display settings, goto the screen resolution tab where you set your screen size and color depth and you'll see a button labelled, "Advanced" Click that and in the dialog that appears, goto the troubleshooting tab. There's a slider that will gradually turn down the display acceleration levels. Bump it one notch to the left to disable cursor acceleration and see if that helps.
