Can anyone advise if I can open Catia file on SolidWorks Standard?
If yes, what is the lowest version and highest version that can be open.

Does it able to open up Catia V4 file using Catia V5 Translator?

Jonathan, you will need to get a specific V4 to SolidWorks translator. V4 and V5 are different file structures within Catia and the same translator does not work for both. The Sycode guys offer a 7 day license for $29.99 for each flavor of translator. Pretty cheap.
Your other option is to see if you can get whoever sent you the files to save out iges or step files for you to use.

For short term use, download a trial of Autodesk Inventor, import the Catia file and re-export as STEP or parasolid. Works for V4 and V5.
For longer term, try getting hold of a copy of the beta version of Autodesk Fusion. http://labs.autodesk.com/technologies/fusion
Could also buy a copy of Inventor LT, but I think this only works with parts, not assemblies.
