Currently we deal with the mark ups by hand red line on the new dimensions or views.
Is there any way to do the mark ups easily with the software or any other tool?

If you need to do it on SolidWorks drawings, then you can use edrawings. If you need on PDF files then Adobe reader XI has commenting and markups tools.

The 2 suggestions by Deepak are the 2 I would suggest. You may also be able to have some successby creating a new layer on the drawings for "markups". This could use different color lines to make it more visible and the layer could be turned on/off as needed. The big downside is that it requires using SWorks instead of the free e-drawings or Reader. A "lus" is that the info would be maintained as part of the SWorks drawing.

Revision Clouds were introduced in SW13
Ack! Revision clouds as markup tools? Actually, I knew people would use it for that, but of course. Their main purpose is to highlight released changes. You can use them to place comments for planned changes too, of course. There's nothing special about Revision Clouds that make them any different than any other annotation.

I would go with the layers, but, the problem with that is that i can not mantain the previus design only the new dimensions in a different color.
Is there a way to have the prevuis design ? For example let's say that i made a hexagon on a part (screw head) and the i changed it for a simple 4 edges head.
There is a way to see the prevuis hexagon in order to reviewers to see the old desing?

Use a PDM System to take care of that otherwise you'll flooding your drawings.
