How can I create hardware library in the toolbox?
What type of hardware are you looking to add?
You can configure certain things within the existing toolbox.
If you want to add new hardware, it's lot of work
You must be competent to modify the toolbox database.
This following discussion gives a better idea
Currently I only have standard solidworks, therefore my toolbox is empty. What if I want to create a folder in toolbox and add the hardwares (pem stud/nut, screws, etc.) myself. Will I be able to do so?
Toolbox is not an option with SW standard.
I don't think you can add anything to toolbox without that feature installed.

You can download all these hardwares and make your own configuration and add to your "Design Library"
Its same like a toolbox, but it's your own

John said exactly what I would have suggested. Having your own hardware library in the design library
is very much the same if not better then toolbox in that you can updated and change the components
much easier then the toolbox. Infact if you go to websites like McMaster-Carr you can down load various
hardware items and start creating your own configurations within these parts as a good start.
