No, you can not because at the point that you check out a file, you have the active copy. There is still a copy on the server, but any changes you make are on your hard drive, nowhere else until you check it back in to update the server.
Once in a while a problem will arise in that someone has a file checked out and their machine dies. You can go into the server as Admin and undo the checkout to that machine, but of course, it will only revert back to the version on the server.
So if someone locks out a file I can undo checkin as admin? Cool.
