We have WEB2 users who need to see the existence and state of all PDFs in a specific directory, but we want to only allow them to be able to download PDFs in 'Released' state. We are ok if they can view the files that are not in 'Released', or not, that is not too important, its just the ability to see the file's datacard information regardless of its state but only be able download 'Released'
