Mr. Zhen commented a solution, turn off "Enhanced Graphics Performance" under settings->performance. Fixed my issue immediately.

Note, the same thing above worked for my issue which persisted in SolidWorks 2022 as well.

* I recently updated my computer to a:

CPU: Ryzen 7 5800X (Set to an Overclock of 4.575GHz@1.225V to decrease thermals. Note problem persists on stock settings, so this is not cause of issue)

MOBO: ASUS ROG STRIX X570-E Gaming (BIOS 4021)

RAM: 64 GB of RAM Corsair Vengeance RGB Pro (16GBx4)

* From a configuration of:

CPU: Ryzen 7 2700

MOBO: MSI Tomahawk B450

RAM: 32GB Corsair Vengeance RGB Pro (16GBx2)

Both configurations use an RTX 3090 FE as a GPU.

* Windows Info:

Edition Windows 10 Home
Version 21H1
Installed on ‎8/‎2/‎2020
OS build 19043.1415
Experience Windows Feature Experience Pack 120.2212.3920.0

* My benchmark stats are

30.6037.146.56.60

The above respectively for CPU, RealView, Graphics, I/O, Render, and Simulation

* The problem:

In the old configuration, I did not have any issues and was able to use SolidWorks fine. I am getting into rendering for a product and wanted to upgrade my CPU to decrease rendering times/increase performance for my system. With the new configuration, everything works without issue EXCEPT for sketching parts. It looks like the screen is not redrawing, keeping every mouse movement in frame. If you see the attached picture, this is me trying to draw a corner rectangle, which keeps all previous x,y points my cursor went over. I can't find any solutions online, and don't know the appropriate words to describe this behavior. My main goal is to get sketch behavior to how it was in my previous configuration, where I could move the mouse anywhere, and there would only be 1 box on screen.


Any help will be greatly appreciated,
