Yes / No answer is only possible with simple questions. It is not possible with complicated question.

When Criminal Department investigates criminals, they ask simple question. There is no room given for criminals to make a comments. However, in survey there may be a column for comments. Because here there is neither Criminal Department nor Criminals.
