When using 'insert part'  into a blank part document, there use to be the otion to "break link to original part". This is useful when you want to change a part template or have access to all the features of an existing part without creating it again and no link to the parent part. 

Does anyone know if it has been removed? If so is there a soloution to chaning the template for a part? without links to
