I have two holes in a solid.

The distance between centers using the measure tool is 497.7mm

The distance between centers selecting an edge of each is 497.7mm

If I create an axis through both, the measure tool says they are 511.18mm" apart. 

Dimensioning off the drawing, they measure 511.18mm apart.

What is going on here?
