This bug seems to be present in SW2022SP5 as well. 

At least when using ISketchManager::CreateCircle drawing multiple circles leads a circle to snap on each other eventually failing with radius = 0

Setting ISketchManager::AddToDB to true no longer prevents sketch snapping for ISketchManager::CreateCenterRectangle.
