I converted a PNG/ JPEG using the Convertio website to a DXF than imported that into Solidworks. What I noticed is that the DXF that was import was considered to be "unitless". I confirmed that the DXF was converted to the correct size using E drawings and changing the units on the measure tool to inches. But when I went to use that DXF in Solidworks it wouldn't give me that option to change the units.
