List the steps we can take to reproduce the problem (include the names of files, features, studies, etc.)

1. Open the Forums
2. Do a Search
3. Try to Filter By Module (Solidworks, PDM, Electrical)
4. Try to Filter By SubModule (ex Solidworks --> Parts/Assemblies/Drawings/API)

Actual Result: 
Cant filter this way, maybe tags, but you'll wind up with a huge mess of descriptions, like (PDM, PMD, Product Data, Product Data Management, Product Data Mgmt, Data Mgmt) ETC 

Expected Result: 
controlled groupings for issue types. 

Workaround (if known): 
Build a huge mess of tags that will never work right

Additional information: 
Don't use freely typed tags because you'll never get a good filter working (ex PDM, Data Management , PMD, P Data Mgmt)
