So currently we handle cut length parts (mostly hoses) with the following method:

We have a sldprt that represents the bulk length. That sldprt has configurations for each cut length we use. 

We configure the BOM quantity using the Unit Of Measure for each configuration/cut length.

We insert that sldprt into an assembly where we have a virtual part that represents the routed or installed geometry of the
