I have run into an issue a few times where I am unable to change the state of a document because a connected file is in a different state.

For example, I have a model with two drawings connected. Our workflow is Work in Process -> Pending Approval -> Released.

Drawing 1 is stuck in Work in Process, while Drawing 2 and Model is in Pending Approval. I can't move the Work in Process to Pending Approval
